Phoenix has not seen an increase in conventions since the city spent $600 million to upgrade its convention center, and that means there probably are more hotel rooms downtown than needed. KTAR reported that the Phoenix Sheraton, for example, had a 52.5 percent occupancy rate for the first three quarters of 2013. Overall, downtown hotels have about a 60 percent occupancy rate.
